Abstract

Mark Mazur, director of the Urban-Brookings Tax Policy Center, testified before the US Senate Committee on Finance as part of the hearing "Comprehensive Tax Reform: Prospects and Challenges." Mazur presented the three principles of tax policy, reviewed lessons from previous reform efforts, and identified several areas of the tax code where reform appears feasible and beneficial.
