The Tax Policy Center has graded the key tax provisions of the pending House stimulus bill (the "American Recovery and Reinvestment Tax Act of 2009"). Our grades reflect how well these stimulus measures would boost the economy in the short run for each dollar spent.
Besides the summary report card, the TPC study provides links to a more detailed description of both current law and the proposed changes. This more in-depth analysis looks at the short- and long-term effects on the budget and the economy, along with consequences for fairness and tax complexity.
