Tax Reform Panel Recommendations Now Available

Earlier today, the President's tax reform panel released its final recommendations. The report is available in its entirety on the Tax Policy Center website, along with TPC testimony and analysis related to tax reform.

The Work Opportunity and Welfare-to-Work Tax Credits

A new TPC Issues and Options brief analyzes the effect of the Work Opportunity Tax Credit (WOTC) and Welfare-to-Work Tax Credit on labor market outcomes, and assesses the costs and benefits of the programs. The evidence suggests that the programs are vastly underutilized and have not had a meaningful effect on employment rates among the majority of disadvantaged. (Note that the WOTC was an element of the recently enacted Katrina tax relief package.)
