Almost all of the Bush Administration’s tax cuts will expire at the end of 2010 and the alternative minimum tax is encroaching on a growing number of middle-income Americans. Policymakers must come to grips with future U.S. tax policy and the implications of reform for the economy, government revenue, and income distributions.
